An early decision of the Organising Committee was to issue proceedings in CD-ROM format only. This practice is now all but universal for conferences held in Australia and experience has shown that it has strong support from attendees because of the convenience in carrying, storing and accessing the record, as well as containing costs of proceedings production that must be included in registration fees. However, there have been views expressed by attendees that it would be useful to have a printed version available as well as or instead of a CD-ROM version. To accord with IEEE Book Broker program requirements, in its planning the Organising Committee had contracted to produce a limited number of printed copies to meet post-conference orders through IEEE. At the time of reporting, IEEE had not decided whether it would meet the costs of this special print run but the CD-ROM version (IEEE Catalog Number 03EX695C) can be purchased through IEEE.
